Blackmore & Buckner

Blackmore & Buckner completed a reroofing project at Phase 4 Housing Units E, G, and H at a correctional facility in New Castle, Indiana, between May and November 2025. The project included removing the existing roof membrane and flashings, replacing wet insulation where needed, installing a high-density cover board, and installing a new 90-mil adhered EPDM roofing system with new flashings, coping, fascia, and counter flashing. The completed roof is backed by a 30-year manufacturer warranty. The project was delivered through a cooperative purchasing structure, which streamlined the procurement process and provided the facility with an efficient, competitively sourced contracting solution.

Working within an active prison presented unique logistical challenges, requiring security to escort all personnel at all times. Despite the restricted access, the project was completed safely while delivering a durable, long-lasting roofing solution.
